Russell Colin Morgan and Ksenia Marchenkova are a couple who make their living from scamming and defrauding their victims of money. They both have a long history of grifting but during the last 2 years or more they have developed their operations into an international criminal organisation. Their scam is to organise Italian Residency and Citizenship (effectively a European Passport) on behalf of their clients. They do this through online social media, via their website and through referrals. They also use agents to refer business and have 'partners' that assist them. Have you been referred? Be careful!
The fees they charge for this service range from €100,000 - €200,000. Their 'clients' quite often are desperate and/or naive people or wealthy people from the Middle East and beyond seeking a European Passport.
Very, very few applicants, having paid Morgan and Marchenkova, have actually gained residency and at the time of writing none have gained citizenship. This is mainly because, contrary to their claims, you must qualify for citizenship and the Italian Government takes a minimum of 5 - 10 years to grant Italian citizenship.

Who Are They?
Ksenia Marchenkova, sole director of Italian Residency SRL, is a Russian national.
She has a denouncement made against her in Italy (Criminal Proceedings N. 11659/18 RG NR) and endorsed by the Public Prosecutor in Rome. In the denouncement it is alleged that she defrauded a Russian man living in northern Italy of €30,000.
Ksenia Marchenkova often uses the surname Morgan.
Ksenia will lie to you. She will tell you she is friends with royalty. That she is an ambassador of luxury goods. Don't believe her.
She will fake documents and ask you to sign them - DON"T SIGN ANYTHING!

Russell Colin Morgan, is effectively a shadow director and 'husband' of Ksenia. He is a British national.
Russell has a well-documented criminal record in the UK and was given a 16 month jail term after being found guilty of 11 charges of obtaining money while bankrupt and two of making false statements in contravention of the Fraud Act 2006. See links here:

He currently has several denouncements made against him in Italy for fraud and threatening behaviour – including a denouncement from the writer of this site. We are also aware of other people who are in the process of denouncing him and Ksenia Marchenkova on similar charges.
Additionally, complaints have been registered at the Italian Embassies in South Africa, Oman and the UAE.
Russell Morgan has been known to change his name and date of birth to deceive the authorities and those from whom he looks to dupe and swindle. Currently, he is dropping the final ‘l’ from his first name. Thus: Russel.
He will tell you he has a yacht, a Ferrari, various trust funds and probably numerous other examples of how rich and successful he is. Don't believe anything he says. He is a fantasist and habitual liar.
Russell can turn on you in the blink of an eye and get very threatening. He uses 'heavies' (shady menacing characters) to act on his behalf and threaten people with death if you query Russ's promises and confront him.
In 2020 Russell Morgan operated a company called Arkadia his 'Italian Residency company' as a sole-trader business called Arkadia Bespoke Services. However at the end of 2020 the Arkadia name was dropped and he began using a limited liability company called Italian Residency SRL. Interestingly, Ksenia Marchenkova is listed as the sole director.
The name Arkadia was changed in light of the many complaints that blackened the name coupled with the fact that Arkadia has been exposed by several Italian Embassies and national authorities as a 'scam' and 'misleading. See the various links on this website.
Just a casual glance of the testimonials on their website is revealing in itself. There are 12 statements from what is stated as 'feedback from our previous and existing clients'. However, other than a name (some only first names), there are no other details of what they are commenting upon, where they live and where they came from.
Our investigations show that most are NOT residency or citizenship clients at all but friends and those with vested interests in the business.
When confronted by victims who have been scammed by them, or accused by some of their agents or employees that they are running a scam, the reaction or default behaviour of Morgan and Marchenkova is to get very angry, very nasty and very threatening. At least three associates have received death threats from the Morgan’s.
Additionally, they have also threatened the lives of family members of those that have confronted them. Remember - this could be you.

Italian Embassy in South Africa declare that Arkadia (now called 'Italian Residency') claims are ‘false’ and 'it's a scam’. The Embassy in Oman call Arkadia's adverting 'misleading'.
Morgan and Marchinkova's new company, Italian Residency SRL, was registered and launched soon after Arkadia was called ‘false’ and a ’scam’ by the Italian embassies in South Africa (see below). The embassy in Oman also condemned them by calling their claims 'misleading'.
The switch to the new name coincides with the rise in complaints and denouncements by people who had lost money to Arkadia. It has been reported that complaints have also been made to the Italian embassy in the UAE and to the UAE (Dubai) police.
Arkadia and Italian Residency purport to offer services providing Italian residency and citizenship (EU). This is very attractive to a variety of people around the world who feel they could live a better life in an EU country.
On their website, Morgan and Marchenkova have stated that for a large sum they can get residency in Italy within 3 months and citizenship in as little as 6 months.
This is rarely the case for residency and for citizenship it is nonsense and can take between 5 to 10 years. Nevertheless, many clients are conned and duped into paying over large sums.
